Banner Shrinking Automatically om certain pages

I am having touble with my banner on some of my pages shrinking automatically. I will insert a row into the backend editor and add media through a text block. My element says that it is 1170 x 398. My banner is 1160 x 300. On a couple of my pages the banner is full size but on others it shrinks down to a smaller size.
