Banner underneath the menu bar

Hi Roman,

I hope you are well.

I wonder if you could help me – is it possible to create a banner similar to the red one in the website below, which would sit just under the menu bar? I’m not sure if this is possible within the theme? The banner would just have a few words in it, and a link to a page.
