Bar not displaying on page properly

I have the bar set to display on the footer and from the screenshots and your website, it seems that the popup should float, but instead it is showing at the very bottom of the page as if it were text embedded in the footer. If I try disabling the plugin or switching it to display on the header, it still stays on the footer.
