bbPress role question

I am trying to give a new role the capability to edit users who have the participant role in bbPress. So far, no luck and even if I copy the default WP Administrator role and change nothing, that new role cannot edit any user with the Participant role in bbPress (and Subscriber in WP).

Is this even possible with Capability Manager Enhanced?
