Become a Partner doesn’t work

I don’t know if this problem is due to a bad link in the plugin, or due to the subsequent handling by IBM. Anyway, on the Setup your chatbot page, I click on the button “Become a Partner” ( URL https://cocl.us/CB0103EN_WATR_WPP ). I login using my IBMID. The message “Part Number does not exists.” is displayed.
