Benefits of Page Builder vs Theme?

I’ve been curious about what the benefits of using page builders are over just using a theme. For example, why would one want to use something like Elementor or Bricks vs using a theme like Salient or Avada, both of which have some really nice animations, light boxes and other features built in?

Is it easier or harder for a client to maintain their site (basic things like adding text, content, creating posts, etc) if I create their site with a page builder?

Lastly, if I were to use a page builder for a client, and use my license on their site, will they (and any admin they add to maintain their site) always be able to use said page builder to make edits to their site as long as the license is active?
