Best Theme for Full-Screen With Menu

I need your help. I have been searching for a theme that really does enable you to have a single, full screen image with a menu, not menu bar, but with a menu layered on the image. I do not want to do ANY tailoring to make it work with a theme. I have to believe there is a theme out there that will allow this. Here is a perfect example – https://www.nytimes.com/2016/10/27/world/middleeast/iraq-mosul-isis-car-bombs.html I don’t think they are using a theme but it is the effect I want. Notice the menu items in the upper left top and center top.
