Best way to creating a site before pointing a live url to it

There seem to be big potential problems when I change the WordPress and blog url settings in admin just before I point an existing url to my new blog. With this specific problem in mind what is the best way to build a WP site to replace an existing non WP site currently on another host. It will initially be set up in a directory in the root of my main domain such as https://www.main.org/newsite and then have a url https://www.externaldomain.org pointing to it.
The background is the following. I have built sites using a new url and had no major problems. I recently built a site using WP as a CMS with a view to replacing a conventional web site on another host. I had NOT read the warnings about changing urls on an existing site first! When it was ready to go live, I changed my DNS settings and set up an add on domain with my new host (hostgator) to point to my directory. So far OK. When the changes propogated through and my new site was live I realised that I had not reset my WordPress and blog url settings in WP. I pointed BOTH to the new domain and was promptly booted out of admin and could not get in again!! After moving the DNS settings back I combed the forum and tried various things but think that I may now have caused too much damage. I have managed to extract my posts/pages from the sql database directly and it should not be too much much hassle to rebuild the site. I do NOT want to do a repeat performance hence my question!!
