Bilingual Website

Hi everyone.

I’m going to build a site for a client, that wants two languages available for the users to choose from (PT-PT and En).
I know that there are some plugins that do the job, but my question is, do i realy need a plugin?
The client is a photographer and he only needs to change the bio text and navigation menus, he doesn’t want a blog with posts. It’s only a website to show is portfolio.
I’m new to this so any ideas or advices would be welcome!
