Bilingual website: one is rtl and the other one is ltr

Hello there
I want to build a bilingual website (in Persian and English) using oceanwp theme, I have some questions, would you please help me.
1. Should I build my website in my first language (Persian) completely and then add the second language?
2. Is it enough to use a specific plugin like polylang or I have to create a multilingual multisite (like this tutorial: https://premium.wpmudev.org/blog/multilingual-wordpress-site-multisite/)?
3. How to switch between rtl style and the original style (ltr style) of the theme for the English version of my website?
