Billing Fields (Not required?)

hello there,
I have some clients who don’t want to provide their billing info. Is there a way to make the billing fields ‘not required’ to proceed to donating on Paypal?
I read this documentation:
https://givewp.com/documentation/developers/customizing-the-required-donation-form-fields/Although, I’m not 100% sure where this file is located and what lines of code to delete for billing fields (requirement)
