Billing & Shipping only have 1 state to select.

When checking out state field for the billing address & shipping address only allow the selection of one state, California which is my base address. Was something left out during setup so its not displaying all the other states? By default you get a drop down with all the states right? I know you can use a function to display only one state but I don’t see that in my functions.php for the theme or child theme but I didn’t create the site. Someone must have added a function somewhere to limit the selection to one state?

While writing this post I thought about switching themes and just tried that and my states all appeared so it must be a setting in my theme somewhere and not a setting in woocommerce. Would that be accurate?
