Bind fee to country state in the checkout

Hi Karolina,

Is it possible to associate the fee you want to charge with the state of a country? In the plugin settings, I see that you can bind the fee to a country. But I need to associate the fee to multiple states of a self country.

Is there a filter/action where I can hook in before showing the fee in the checkout?
