Thank you for contacting us, The Black bar is the default WordPress admin bar and the AMP plugin does not enable it for non-logged-in users.

You can disable the Admin bar in multiple ways you may find this article useful

you may also try and add the code snippet below in your active themes functions.php or in a custom plugin

/**
 * Hide Admin Bar for non-Admin Users
 */
function amp_custom_hide_admin_bar() {
	if ( ! current_user_can( 'administrator' ) && ! is_admin() ) {
		show_admin_bar( false );
	}
}
add_action( 'after_setup_theme', 'amp_custom_hide_admin_bar' );

Thank you. the strange thing is, that it does not fully look like the admin bar, as it only shows a selection “AMP or not AMP”

And it is there for normal visitors, which are not logged in
