Black menu bar at top

Hi,

I am using Sydney Ver 1.23

I would like to know how to make the black bar at the top, which contains the menu smaller. I am not using a logo image or main page title. The black bar is rather large and hangs down kinda far. How can I reduce the height of this bar? I would like it to be slightly bigger than the menu text.
