Block Access conflicts with Jetpack?

I am looking into switching to use Gutenberg Blocks for our multiple author blog, and am very interested in “Block Access.” I installed the plugin, but no blocks appeared either in the Block Access or Block Settings sections, and I got an “Error: Block Access can’t be saved” error. This is all on a non-public staging site.
I am using GeneratePress, and thought at first that there could be a conflict with either WP Show Posts or Generate Blocks, but disabling them had no effect.
However, as soon as I disabled Jetpack, the blocks appeared in Access and Settings. I am using “developer mode” ( define( ‘JETPACK_STAGING_MODE’, true );).
Does PublishPress Blocks work with Jetpack?
