Block customers from using an email address

I understand that you want to validate the email addresses being inputted by your customers on your site and filter the ones using the domain @tiscali.co.uk, is that correct?

This is not part of the core functionalities of WooCommerce, hence, to achieve this, you will need a third-party plugin (see list below) or a custom code.
