    If we block Directory Browsing with htaccess does this stop Google from accessing stuff like JS and CSS?

    If you are referring to blocking directory access in .htaccess such as with:

    Options -Indexes

    this does not block access to the files in the directory. Rather, it blocks a user from viewing the contents of a directory, which is what occurs if the directory does not have an index file (index.html, index.php, etc).
