Block Image – Sizes (Normal Behavior?)

I am using TwentyTwenty theme – in the editor, when setting an image scale, these changes to image size do not show in the browser.
For example, an image is set to align left, so text wraps, however the image size remains the same in the front-end/browser even after scaling or changing % sizes, Large, Medium, etc., – it will not change size in the browser.See screen shot shared images here:
Images1) Is this normal behavior for resizing or not being able to resize images?
2) Why is the editor so much different looking for page width? It soes not seem that the overall column width of the template is followed in the editor (images show outside of page column size – see shared images) Is this how everyone’s editor looks or is this an issue with my editor, theme, or plugin conflict?
3) Why don’t I have video resize handles as shown in the blocks documentation? Link here: https://wordpress.com/support/wordpress-editor/blocks/video-block/#advancedI have very few plugins used and are the typical/popular plugins like yoast, wpforms, etc.
I did try installing the Gutenberg plugin and that did not help.
