Block Invalid Email [off mode not working]

Is the “Block Invalid Email” option supposed to work on woocommerce checkout page? Seems as though it should but I think where im running into a problem is either functions “Off” mode wont work without an API key (I have not tried API key yet but default “Off” function should work regardless). OR
The “Block Invalid Email” option which by default is “Off” does not override other validation functions so regardless of it being “Off” invalid emails can be still be submitted.

I came to this plugin looking for a easy way to allow phone numbers to be allowed through billing email field it would be extremely easy then do remove the validation to make it possible but seems no plugins are overriding the Woocommerce php to change from using the is_email native wordpress function to their own for the email validation. Atleast I think that would solve the problem.
