In the article you shared, it only mentions that the prechecked box cannot be used for cookies set for advertising purposes. Necessary cookies generally constitute the basic cookies without which the site won’t even function correctly and for that, a prechecked box can be used.
On October 1,2019 the European Court of Justice ruled that website operators cannot obtain consent to the setting of cookies for advertising purposes by ticking an already checked box (Judgment of October 1,2019, Rs C-673/17).
Refer the below line from the GDPR site.
To comply with the regulations governing cookies under the GDPR and the ePrivacy Directive you must:
> Receive users’ consent before you use any cookies except strictly necessary
cookies.
Incidentally, the website, https://www.lexology.com, also uses a prechecked box for strictly necessary cookies.
To move the scripts, you need to copy the scripts of such cookies from theme to our plugin. Also, ensure to remove them from them once copied.
