block theme editor navigation

    I’m using Neve SFE. In my block theme site editor I am confused between the “header navigation” and “navigation” options that show up under Design/Navigation.
    The header navigation shows the nav as I have set it up in my template. Under navigation, it shows all my pages.
    What’s the best practice for using these to set up sub menus?
    Or do I still use Appearance/Menus?

    I didn’t understand exactly where you see these “header navigation” and “navigation” options.

    If you could share some screenshots that would be great.
