Block unconfirmed US addresses/Users without a PayPal account

    Is there a way to block unconfirmed US addresses? It seems that many fraudulent transactions are now using PayPal to pay with a card to avoid the AVS checks.

    How about not allowing the PayPal payment method unless they have a PayPal account?
