Blocked IP still accessing site?

I have blocked a few IP addresses from accessing my blog using both Wordfence and WP Ban (I am still deciding which one I like best, so am using both for awhile).

I’ve been monitoring their attempted visits with statcounter. Their IP addresses have remained the same, but it seems as though they are still able to access my site because I am seeing them go from my main page to other posts on my site through clicks (for example, they are reaching a post from my main page, or from another post). Did they find some kind of work-around for BOTH of these plugins? As I said, their IPs are remaining the same so I know that’s not the issue. What might be causing this?
