Blocked IPs

Hi,
Having a problem with genuine IPs/Visitors?
It seems WF is blocking them for reasons unknown to me?
Also, its showing them on the front end instructions on how how Admin can mod wordfence setup etc?
Why would it show this to users/visitors rather than just tell them ‘your blocked refer to site owner’?
No point adding a blocked users IP address if its still going to block everyone else? So how do I allow a user to view the site please?
