Blocking Form Manager js userscript on pages without forms

Using Google PageSpeed Insights, I noticed a blocking Form Manager JS userscript on pages which donot make use of Forms.
https://www.xxx.com/wp-content/plugins/wordpress-form-manager/js/userscripts.js?ver=3.5.2
Because this script is delaying the Page Speed performance, I only want to call the script for pages which make use of Forms.
How can I make the call selective?Thanks!
