Blockquote, cite, and footnotes – best practices?

I am confused about best practices and code for citing and footnoting.
In the W3Schools tutorial for HTML they show using code such as this for citing within a blockquote:
<blockquote cite="https://www.examplewebsite.org/who/index.html"> Blah, Blah, Blah </blockquote>
but when I try out that, I do not see where the cite information is shown to a reader.
- How important is it to put the cite in there?
- Does it help for SEO? Is it “read’ or indexed by spiders? (It likely is read by screenreaders.)
- If I am using footnotes in my posts, is there any good reason to also use the “cite”?
Regarding footnotes (which I do use on my blog) the FD Footnote plugin is no longer being supported. That makes me leery of using another plugin.
Is the easiest way to put in footnotes into a blog post to use Markdown?
I found a few places that have the code for footnotes but that would be rather laborious to code all my footnotes as I am writing.
