Blocks are not displaying as a block

    Please help my blocks are not showing as suppose to be. Something is wrong. is like the blocks are not activated because this is display as a regular

    and so on
    What can I do?

    blocks display property is Firefox, not in Chrome or Edge.
    i cleared my caches and the problem still
