Blog home page continues to show 2 posts

I would like to just have my “Welcome to the site” post to appear on the home page of my blog https://kangenwaterscam.org. I made it a sticky and in Settings > Reading I put show just 1 post. However, the home page persists to show an additional post. Any idea?
