Blogger type set up

I’d like to set up a blogging site somewhat similar to blogger.com for family exclusive. Is there a theme that would allow me to do this, or a tutorial someone knows about?

The function that I mean is that approved people would be able to create an account, start their own blog on my site, with many of the features familiar to blogging styled portals.
