Blogroll and Links Don't Appear in Dashboard

I just installed a fresh version of WordPress 3.5.1 with the theme “Twenty Twelve” but nowhere in the dashboard can I find an option for Links or Blogroll. On the left, there would normally be navigation options for Posts, Media, Links, Pages, and Comments. But on the dashboard of this new blog, a Links option doesn’t appear. I am logged in as the admin. When I go to Appearances>Widgets, there also isn’t a widget for links to drag to the right. Did WordPress remove this feature, or was the install somehow corrupted and Links were left off?
