Borrowing the comment bar from another template

Just wondering if anyone can offer me some guidance on how I can ‘borrow’ the comments bar (the little cloud and horizontal line) from this template https://wpglamour.com/bella-free-wordpress-theme/ to include in my existing template on my self hosted WP blog https://www.helloelbow.com
