Both DOS and UNIX style line endings error in theme upload

I am getting the error:
WARNING: Both DOS and UNIX style line endings were found in the file readme.txt.
in my attempt to upload my theme to the repository.

I did not get this error when testing my theme using theme check locally or on live sites.

I have tried the following:
-changing the eol setting from windows to unix and back again using notepad++
-using find and replace to change all \n to \n\r and vice versa
-copying and pasting the contents of notepad file into word, firefox and chrome and back into notepad
-manually removing all end spaces and putting them back in
-manually retyping the entire contents into plain old notepad
-cutting and pasting each line into wordpress’s plugin readme template without creating any new line spaces

I have tried uploading my theme after completing each one of the above and get the same error every time. The original file was made in notepad++ in windows.

No idea what to try next, what am I doing wrong?
