It might be an issue caused by a plugin or your theme.
I recommend installing this plugin: https://www.ads-software.com/plugins/health-check/
After you install and activate the above plugin it has a Troubleshooting mode which allows you to have a vanilla WordPress session, where all plugins are disabled, and a default theme is used, but only for your user – your visitors will still see the normal website.

Go to its troubleshoot mode and only activate Download Monitor and see if it works correctly with a default WordPress theme (Twenty Twenty-One for example) and no other plugins.

Yes I have done this and it shows it broken on all themes and with only download manager installed. It seems it isn’t showing the plugins styling.

Would deleting the plugin and re-installing help? Would I lose current settings/files?

I have deleted and re-installed plugin but it didn’t fix the issue.

If you were using the [downloads] shortcode then indeed there is an issue with the CSS file not loading in the frontend. This has been addressed and an update containing the fix will be launched during this week.
