Breaks the Dashboard for non-admins

It seems that the only admin sub-menu available to users with the role “Editor” is “Sorting” so that when the code on line 178 of /admin/class-cookie-law-info-admin.php tries to reorder the sub menu items, it fails because it assumes there are more than one sub-menu items, which leads to PHP throwing E_NOTICE warnings.

We can hide the warnings by setting WP_DEBUG to false but I still think that this problem needs to be taken a closer look at.
