Brute Force Cookie Based options/website oddities

We recently have seen issues on our website in these two areas:
1. URL’s listed in a table that point back to website Posts fail to execute or work intermittently. For example, in Safari, after clearing browser history a table URL’s pointing back to Posts will work once then fail on successive attempts (locked spinning cursor). It seems to work fine in desktop Chrome but not in the mobile version of Chrome. https://www.corvetteclubsantabarbara.com/#pictures2. A Password protected page no longer works properly unless I clear browser history but even then I get a spinning cursor after entering password. Backend page never displays. When logged in to WP as Admin in Chrome, everything works fine (cache is disabled). Again, Safari seems to consistently have issues with Permalinks. https://www.corvetteclubsantabarbara.com/members/
I have cleared browser history, purged cache, deleted the cache plugin, changed Permalinks then changed it back, saved, tested, but same problem. At one point, I deactivated All-In-One to see if it was the root cause but I couldn’t determine one way or another.
Then I noticed the Cookie Based Brute Force tab and I enabled “My Site Has Posts Or Pages Which Are Password Protected” and “My Site Has a Theme or Plugins Which Use AJAX”. No change. How is this identified in the .htaccess file – #AIOWPS_BASIC_HTACCESS_RULES_START? Any suggestions on where to look? All of this just popped up since August, 2021 which leads me to believe its related to a plugin. It acts differently in each session of Edge, Chrome and Safari.
