Budget Form

Well, I’m new to forum and new to wordpress and also need everyone’s help, thank you. I need to make it a site and the client wants to put a link to the budget, which shall contain the products he works the User can choose between one or more products and quantity, this form will be sent to the email address of the owner of the company he will make the budget and send to the User. Is there a plug in that has this function to make application forms a kind of budget?
