    After some debugging I discovered a “solution”…

The USER of the network blog MUST ALSO be a user added to the primary blog where you want the child post to be displayed on. And this USER must also have the proper role set in the plugin settings.

What happened was that my user was removed from the primary blog so that’s why that blog was not visible under “broadcast to:”… even though the primary blog was set as a “required” blog to broadcast to in the settings.

Yeah… If the user can’t post to the blog normally then the user isn’t going to be able to broadcast to it.

    Works as designed.

In the future I can probably see some option of forcing users to broadcast to required, non-writable blogs.

OK, thanks very much. Working 100% now. Simple tip, solving big problem to me.
