Bug (?): locale not set on login

Maintenance doesn’t seem to set the locale on login, which interferes with other plugins trying to get locale like this:

$locale_code = get_locale();

With Maintenance get_locale() returns null. When logging in with the regular /wp-admin/ everything is fine.
