Bug on order notes (Additional fields)

I’ve been experiencing a strange bug on my checkout pages for the last two days. The orders notes section (in additional fields) is not showing unless the customer colapses the shipping information fields (ie. indicates the billing and shipping addresses are the same) then it appears.
Thing is, we’d set this section to “required” and set the placeholder to “tell us your wedding date”. That way, the wedding date appeared on our invoices. We’d tried adding a seperate custom field for wedding date, but these didn’t appear on our invoices.
So this means if they’re filling in different billing and shipping addresses, they’re not seeing the field, but they’re getting the error “order notes is a required field” even though they still can’t see it.
As a tempoary measure, we’ve made it not required, but we really do need this information as it dictates the order we make in.
