BUG: Recent update defaults templates to no comments

I don’t know what version started this, but I only recently discovered the problem.

When creating a post from a previously created template, the new post defaults to comments and pings being disabled. To fix the template requires editing it and enabling those options in the template.

So this seems like some bug that snuck in without warning.
