Bulk Action>Export Submissions Table

When I export the Submissions Table for a Form the PayPal Transaction ID is not correct for that row of Form data. The pattern is that if the Form Data is in descending order, the PayPal Transaction IDs are in ascending order in the csv. Row 1 PayPal Transaction ID is actually the PayPal Transaction ID for the last Row in the table.

I am using Bulk Action>Export and selecting all rows in the table.

Is this a known problem or am I doing something incorrectly?
