Bulk Notification Emails not adding auto-fill fields

In trying to send bulk notifications, even to a sngle member, the resulting email does not auto populate the form fields such as {first_name} {last_name}. It5 seems to work ok when I send a notification via the single member update, but the Set Status to Active and Notify just results in the following:
To {first_name} {last_name}
Your request for access to XXXX has been granted.Registration details:
Username: {user_name}

{login_link}Any help is appreciated.
