Bundle the offline.php file in a plugin

Is it possible to bundle the offline.php file in a plugin? I looked at the pwa_locate_template() function but I don’t see any filters in there.

I’d like to build a “Genesis PWA Support” plugin that loads the caching rules and a plugin-based offline.php file. Since Genesis is all hook-based, the offline.php file is very simple: https://gist.github.com/billerickson/95110fe8b8ab43b51d9ad5f0d3e9c536
