Button not working and not showing its customization

Hello,

The button seen at the bottom of the page is not reflecting its customization

It is set to change color on hover, to shrink on clicking and to direct to a link.

It doesn′t direct to any link, it doesn′t change the color . It does not shrink because it doesn′t let you click on it.

Also, changes not only do not reflect the same in all navigators, but in a given navigator changes may be seen once, and a minute after , they show up differently.

For example, the button is set to show up in the middle of the section, and while at times it does show up as set, if I refresh the page, it shows up in the right corner of the section.

I have cleared cache several times both in the computer and in the hosting and this does not solve the problem.

Please help me fix this issue.
