Buttons – external links not available

There is an icon to add make an external link when creating a button, but it is not functional. I’ve tried several themes, and several browsers. It is not possible to create a button with an external link.
Can you fix this?

Thank you so much for your response and suggestions. I was able to isolate the offending plugin: StylePress for Elementor
https://www.ads-software.com/plugins/full-site-builder-for-elementor/Once I kept this plugin deactivated, I was able to access the external link option on the buttons using my preferred themes and other plugins.
