CACHE EVERYTHING now possible on cloudflare free plan ?

Can you confirm that CACHE EVERYTHING rule is now possible on cloudflare free plan ?

I have read this saying that it was not possible on free plan:

But now thanks to this plugin it is possible and Cloudflare doesn’t make problem about it ? (by using this plugin we don’t need to pay Cloudflare, right ?)

So now we just need to install this plugin and select CACHE EVERYTHING rule on cloudflare, then enable this plugin to avoid caching these pages ?
