Cache rebuild problem

Hello,

It seems that Cache rebuild is not working for me because it acts the same whether it’s on or off.
After page update plugin always just deletes the cache and offers the uncached page first.
I’ve tried visiting the page in a different browser in incognito mode but it acts the same.

Maybe I’m missing something.
