Caching Plugins and CDNs Off for Site Migration Via Backup?

Hi I have a simple question. I am migrating my website from one host to another. Here step 3 method 2 is:
2. OR, download the backup set from your source site (or from your Dropbox, or wherever you stored it), and upload into the ‘Existing Backups’ tab on your destination site.
It also says in the introduction of the linked page to turn off CDNs/proxies/caching and minifying plugins prior to migration.
I assume if you use method 2 as described above you don’t need to turn anything off since the backup happens from within WordPress setup and the restore as well. Is this correct?
