Calling images from database in WP?

I knew I’d seen the technique somewhere. Thanks.

But we’re still at a loss about tying information in the database to an image, and if it can be done. I’d really love to have something that looks at the image name and fills in the blanks like this:

img scr=”ballon.jpg” alt=”<?php the_description(); ?>, <?php the_owner(); ?>, <?php the_copyright(); ?>
